Every step above deposits into the same project file: the spec, the verdict, the price, the deposit, the build evidence, the handover pack. That file is what your buyer keeps, and what your certifier, their lender and their solicitor stop chasing you for.
Ten specced enquiries, or the licence stops
If the journey has not produced ten qualified, specced enquiries by the end of your first full February to July season, you do not pay the licence until it has. You own the models, the configuration data and the domain from day one. Two build slots a month, because there are two of us.
